Directs the Secretary of Transportation to pay 90 percent of the costs of eligible bridge projects, and the total costs of emergency bridge projects, approved under this Act. Authorizes the Secretary to approve for selection any deficient Federal-highway bridge project eligible for funding under the highway bridge replacement and rehabilitation program, and which costs more than $10,000,000, or at least twice the amount of the State apportionment.
