Identifies the Institute's primary functions as: (1) scholarly study and instruction in Native American arts and culture; and (2) the establishment of degree-awarding programs in Native American art and culture. Establishes within the Institute: (1) a Center for Culture and Art Studies; and (2) a Center for Research and Cultural Exchange. Establishes the Institute as non-profit and tax-exempt. Prohibits the Institute from engaging in any political activity regarding elective public office. Transfers to the Institute the functions of the Institute of American Indian Arts. Directs the President of the Institute to submit an annual report to the Congress and the Board. Establishes the Institute of American Indian Arts, at Santa Fe, New Mexico, as the site of the Institute of Native American Culture and Arts Development.
