Sets forth administrative provisions. Requires the Commission to study and make recommendations concerning U.S. international trade and export policies and practices. Requires the Commission, in conducting its study, to review and make recommendations concerning specified items, including: (1) existing impediments to exports by American industries; (2) the information needs of American industry; and (3) methods for improving export incentives for U.S. businesses.
