Huddleston, Walter (Dee) [D-KY] KY D H000905 1 Immigration Ceiling Act of 1983 - Amends the Immigration and Nationality Act to establish an annual immigration ceiling for three years at 475,000 entrants. Provides that 270,000 of such entrants shall be preference immigrants. States that after such initial three-year period the annual immigration ceiling shall be the level of U.S. emigration plus 100,000. Gives priority to immediate family members and refugees. Requires the President to report to Congress at four-year intervals, beginning no later than January 1, 1986, on the impact of immigration on U.S. domestic and foreign policy. Requires (presently authorizes) the Immigration and Naturalization Service to monitor U.S. emigration. 2025-08-29T17:40:24Z
