Provides that such payments shall not be considered income or receipts for purposes of Federal taxes or for determining eligibility for Federal benefits or assistance. Establishes within the Treasury a World War II Liberties Redress Trust Fund. Provides that funds from the trust fund be distributed to benefit communities populated by eligible individuals for assisting in community services in education, health, housing, and cultural service.
