Permits the Commission to hold hearings, take testimony, receive evidence, and issue subpoenas. Requires the Commission to report its findings and conclusions, together with any legislative recommendations, to Congress. Terminates the Commission 60 days after it submits the report. Authorizes appropriations. Title II - Federal Professional Boxing Prohibition Act of 1984 - Amends the Federal criminal code to make it a Federal offense to participate in professional boxing as a fighter, referee, coach, physician, or promoter.
