Smith, Lawrence [D-FL-16] FL D S000586 15 Prohibits the Secretary of Education from obligating or expending any of the funds appropriated to the Department of Education for the purpose of providing financial assistance to any State or local educational agency within a State if such State does not have in effect a school bus safety belt and inspection plan approved by the Secretary. Provides that such plan must require: (1) the installation of safety belts in any school bus which is first placed in service as a school bus after the date of enactment of this Act; and (2) an annual inspection of all school buses by the appropriate State or local agency. Provides that this Act shall take effect on August 1, 1986. 2025-07-21T19:44:15Z
