Authorizes the Board to grant exclusive rights to an air carrier to provide air transportation for a period not exceeding three years to eligible points in small communities. Sets forth terms and conditions for the Board to exercise such authorities. Exempts persons granted exclusive rights under this Act from specified antitrust laws.
