Requires 20 percent of specified funds to be held in trust by the Secretary for the benefit of the respective bands of the Minnesota Chippewa Tribe, and requires such funds to be used pursuant to a plan developed by the respective reservation business committees. Requires 80 percent of specified funds to be administered by the Secretary for per capita distribution according to specific guidelines.
