Terminates the Commission on January 1, 1986. Directs the Secretary of the Interior, acting through the Director of the National Park Service, to complete the renovation of the Eleanor Roosevelt National Historic Site at Val-Kill in Hyde Park, New York, in FY 1984, sufficiently to open it to extensive public visitation.
