States that at the meeting of the Congress of the Universal Postal Union in Hamburg, Germany, U.S. representatives should; (1) bring such violations to the attention of the Union; (2) request that an investigation of such violations be conducted by the Union; and (3) consider possible sanctions against the Soviet Union for such violations. 2024-02-07T11:38:03Z
