Urges the Soviet Union to comply with its human rights obligations. Urges the President to: (1) express to the Soviet Union U.S. opposition to harassment of Soviet citizens and to prohibitions of emigration; and (2) reiterate that the United States will consider the extent to which other nations honor their commitments under international law when evaluating its relations with such nations. 2025-01-14T19:00:46Z
