Amends the Legislative Reorganization Act of 1946 to revise the method of adjusting such pay. Requires a recorded vote on a concurrent resolution in each House for such adjustments. Sets forth the required wording for such resolutions. Sets forth the formula for determining the date on which any change in the rate of pay shall be effective under the Federal Salary Act of 1967.
