Requires the Director to report directly to the Secretary and to have access to all records of the Department. Authorizes the Director to require designated observers during the testing part of any operational testing and evaluation. Directs the Secretaries of the military departments to report all results of all operational testing and evaluation to the Director. Prohibits the expenditure of test funds without the Secretary's prior approval. Denies funding for any testing and evaluation that violates specified scope and conditions.
