Directs the Director to submit the completed study to Congress and the Secretary of Health and Human Services not later than April 1, 1983, or six months after enactment of this Act, whichever is later. Requires the Secretary, within 60 days after the report is submitted, to report to the appropriate congressional committees on a plan of action to carry out the recommendations of the Director.
