Requires the seminars to identify the job qualifications of veterans, identify potential employers, prepare resumes and provide individual counseling sessions with each veteran. Directs the Assistant Secretary to contract with professional employment counselors to conduct such seminars. Requires a representative of the Veterans Administration to participate in their administration and presentation.
