Authorizes the Secretary of the Army, acting through the Chief of Engineers, to provide for the engineering, design, and construction, of a second lock at locks and dam 26, Mississippi River, Alton, Illinois and Missouri. Authorizes appropriations. Authorizes the Secretary of the Interior to undertake with respect to the Upper Mississippi River System: (1) a habitat rehabilitation and enhancement program; (2) the implementation of a long-term resource monitoring program; (3) the implementation of a computerized inventory and analysis system for data storage and retrieval; and (4) the implementation of a program of recreational projects. Authorizes appropriations. Directs the Secretary of the Interior and the Secretary of the Army, acting through the Chief of Engineers, to: (1) review the Master Plan; (2) assign priorities; and (3) develop and submit to Congress a proposal for further implementation.
