Directs the Secretary of Labor to allot such appropriations among the States: (1) for FY 1983, on the basis of the number of unemployed persons in each State relative to all States during calendar year 1982; and (2) for FY 1983 through 1986, on the basis of the amount of such appropriations spent by each State relative to all States in the prior fiscal year for mass layoff and plant closing early warning readjustment servies programs and unemployment insurance reemployability planning programs. Requires States to use grants under this Act for such programs. for such programs. Sets forth grant application and program requirements.
