[D-OH] OH D M000678 1 Amends the Federal Power Act to require the Federal Energy Regulatory Commission to approve, upon application by a public utility and after examination of the propriety of the costs involved, the inclusion in the wholesale rate base of construction work in progress (defined as the interest portion of the debt incurred in constructing a facility used to generate or transmit electric energy) with respect to: (1) construction of pollution control facilities; or (2) conversion of oil or gas-fired facilities.
