Eliminates the floor on the funds allocation for the Office of Weights and Measures. Mandates a minimum allocation for Metals Processing. Limits the amount of excess foreign currency obligation which the Bureau may incur. Authorizes additional appropriations for: (1) National Technical Information Service activities; (2) the Office of Productivity, Technology, and Innovation; and (3) necessary salary adjustments.
