Prohibits a right-of-way or permit for a coal slurry pipeline that is expected to utilize ground water from the Madison aquifer from being granted or issued by a Federal agency until 90 days after the Secretary reports to the Governors of Montana, Nebraska, and South Dakota under this Act.
