Directs the Secretary of the Interior to divide such funds among the Port Gamble Indian Community, the Lower Elwha Tribal Community, and the Jamestown Band of Clallam Indians. Directs the Secretary to advance such funds to such groups. Permits such groups to invest or expend such funds in accordance with their plans, without prior approval by the Secretary. Declares that, upon advancement of such funds to such groups, the Secretary shall have no further trust responsibility (and the United States shall be exempt from any liability) for the investment, supervision, administration, or expenditure of such funds.
