Declares that the agreement should provide that: (1) the function of the Center would be to serve as a direct and secure means of communications between the two countries; (2) the Center would have no intelligence gathering capabilities and would not be used for espionage; (3) the Center would be located in an agreed upon third country with the operating costs shared equally; and (4) the Center would be staffed by an equal number of personnel from each country. Requires the agreement to be either a treaty or an executive agreement which will enter into force only upon its approval by both Houses of Congress. 2024-02-07T11:38:03Z
