Sets forth the functions of the Academy, including: (1) the performance of research necessary to forward a geo-political strategy for the defeat of all forms of communist aggression and the promotion of the growth of democracy and free and open societies; (2) the education of citizens for purposes of developing a "freedom offensive"; and (3) the provision of assistance to training staffs of Government agencies handling U.S. global operations. Sets forth the powers and duties of the Academy, including authority to establish an Endowment of the United States Academy of Freedom.
