Directs the National Science Foundation to select the fellows and administer the program. Establishes a presidential precollege science and mathematics inservice teaching program to assist States in improving the skills of secondary school science and mathematics teachers. Directs the Intergovernmental Science, Engineering, and Technology Panel of the Office of Science and Technology Policy to coordinate this program and develop a plan and guidelines. Directs the National Science Foundation to administer this program as well.
