Requires the Commission to report to the President and Congress on: (1) recommendations for a long-term, comprehensive, national export policy; (2) the adequacy of existing Federal and State export promotion activities; (3) the competitiveness of the export financing programs offered by the United States Export-Import Bank; (4) the degree of cooperation between foreign governments and their business and labor sectors in trade promotion; (5) the advisability of closer relationships between the U.S. government and the business and labor sectors for purposes of foreign trade promotion; (6) legislative and regulatory restrictions on sales abroad; and (7) other relevant subjects. Establishes a Congressional Advisory Committee to provide guidance to the Commission and to help prepare legislative language for proposals and policy changes endorsed by the Commission. Authorizes the Commission to establish other advisory committees to carry out specific analytical or investigative undertakings. Requires the Commission to submit its final report by February 15, 1983. Provides for expedited consideration in the Congress of the Commission's legislative proposals.
