Directs the Secretary to establish within the Administration a Bureau for Health Promotion, Disease Prevention, and Health Education. Transfers to such Bureau functions of the Office of Disease Prevention and Health Promotion, the Center for Health Promotion and Education, the Office of Smoking and Health, and the Center for Environmental Health. Directs the Secretary to establish within the National Institutes of Health a National Institute of Health Statistics and Systems Research. Transfers to such Institute functions of the National Center for Health Statistics and the National Center for Health Services Research. Directs the Secretary to transfer the National Institute for Occupational Safety and Health to the National Institutes of Health. Directs the Secretary to establish within the Office of the Assistant Secretary for Health a Center for State Services to be headed by a Deputy Assistant Secretary for State Services. Transfers to such Office functions of specified units of the Center for Disease Control. Directs the Secretary to transfer to the Food and Drug Administration the functions of the Center for Disease Control's laboratory improvement program.
