Directs that the principal office of such Tribunal shall be in the District of Columbia. Grants to the Tribunal jurisdiction over cases referred to it by the Supreme Court. Declares that decisions of the Tribunal shall be binding on all U.S. courts unless modified or overruled by the Supreme Court. Directs the Tribunal, in consultation with the Director of the Administrative Office of the United States Courts, to report to Congress on its activities by October 1, 1986.
