Requires that the Secretary hold at least two public hearings in the area of the project. Directs the Secretary to consult with the Governor of Missouri throughout the study. Requires that the Secretary report to Congress on such study. Declares that nothing in this Act shall terminate the authority or responsibility of the United States to satisfy all relocation assistance and other obligations arising out of the acquisition of any interest in real estate.
