Makes 85 percent of such funds available to provide productive jobs for qualified unemployed individuals and 25 percent available for youth employment and training programs. Makes an individual assisted with funds under this Act ineligible for unemployment compensation during such employment. Provides that eligible individuals shall be paid at a rate not less than the Federal, State, or local minimum wage or the prevailing rate for similar occupations by the same employer, whichever is higher.
