Reaffirms congressional support for a specified law which prohibits the United States from entering into an arms accord which provides for force levels inferior to those of the Soviet Union. Declares that the United States should propose to the Soviet Union and other nations practical measures to: (1) reduce the danger of nuclear war through accident or miscalculation; (2) prevent the use of nuclear weapons by third parties, including terrorists; and (3) halt the worldwide proliferation of nuclear weapons.
