Recognizes proposals to: (1) strengthen the management procedures of the Commission to ensure that risks of extinction to individual stocks of whales are not seriously increased by exploitation; and (2) extend the commission's ban on the use of the cold (nonexplosive) harpoon and implement other measures to ensure the humane taking of all whales. Urges the Commission to continue to collect and study information relating to aboriginal/subsistence whaling. Declares the United States should make full use of diplomatic channels to promote conservation and protection of whales. 2025-01-14T19:00:46Z
