Directs that such motion be carried by an affirmative three-fifths of the Senators present and voting. Provides that points of order on questions of germaneness or relevancy be decided without debate, unless the Presiding Officer entertains the debate for guidance. Requires appeals on the decision of such Officer to be decided without debate.
