96-sres-478 96 sres 478 A resolution to amend the Standing Rules. Congress 1980-06-25 1980-06-25 Referred to Senate Committee on Rules and Administration. Senate Sen. Byrd, Robert C. [D-WV] WV D B001210 1 Amends the Standing Rules of the Senate to allow a motion, twice in any calendar day, that no amendment, other than the reported committee amendments, which is not germane or related to the subject matter of the bill being considered shall be in order. Directs that such motion be privileged and decided after one hour of debate (controlled by the Majority and Minority Leaders). Directs that such motion be carried by an affirmative three-fifths of the Senators present and voting. Provides that points of order on questions of germaneness or relevancy be decided without debate, unless the Presiding Officer entertains the debate for guidance. Requires appeals on the decision of such Officer to be decided without debate. Provides that two-thirds of the votes of Senators present shall carry an appeal from such decision or decide the question of germaneness. 2025-01-14T17:21:40Z
