Requires: (1) all operating expenses of the Center to be recovered through fees charged for child care services provided by the Center; (2) semiannual reviews of the operations of the Center; and (3) a written report of each such review. Establishes in the Department of the Treasury a revolving fund within the contingent fund of the Senate to be known as the Congressional Child Care Center Revolving Fund.
