Sets forth the composition and terms of membership of the Institute. States that members of the Institute shall have access to such classified or nonclassified information as is necessary to carry out their responsibilities under this Act. Directs the Institute to prepare and submit to the President and specified committees of Congress an annual report regarding its activities under this Act.
