Directs the Governor of Minnesota to designate a Regional Planning Agency, if in existence, to assist the Committee in carrying out its responsibilities under this Act by providing financial, administrative, and support services. Directs the Regional Planning Agency to provide written comments on the Committee's report required by this Act. Directs the Committee to submit such report with such comments to the President, the Congress, and appropriate State, regional, and local government units. Directs the Committee to conduct a study and make recommendations on the preservation, enhancement, and use of the recreation areas along the river corridors specified in this Act. Prohibits recommendations which place unreasonable restrictions on existing or compatible economic uses of such areas.
