Levin, Carl [D-MI] | MI | D | L000261 | 0 | Adoption Identification Act of 1980 - Amends the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to direct the Secretary of Health and Human Services (formerly, the Secretary of Health, Education, and Welfare) to establish a computerized adoption identification center, for adoptees and their natural relatives, within the Department of Health and Human Services. Requires that such center be under the direction of a designee of the Secretary who shall report to the Secretary and who shall: (1) coordinate center operations; (2) establish a budget based on total fees collected; and (3) report annually to Congress. Requires that participation in such computerized system be voluntary by all parties involved. Allows the natural parent, sibling, other natural relative, or offspring to initiate the locating process by submitting an application to a center. Sets forth procedures for such process. Authorizes the Secretary to enter into arrangements with State agencies to facilitate the operation of a computer center in States which choose to participate in the program. Requires that such arrangements include: (1) coordination with a national clearinghouse; (2) State financial participation; and (3) standards and procedures for center operations. | 2025-09-02T13:56:56Z |
