[D-MS] MS D S000852 4 Amends the Small Business Act to establish interest rates and conditions on the following Small Business Administration disaster loans for disasters occurring between October 1, 1978, and October 1, 1982: (1) homeowner's loans; (2) business loans where the applicant is unable to obtain sufficient credit from non-Federal sources at reasonable terms; and (3) business loans where the applicant is able to obtain sufficient credit elsewhere. Makes any agricultural enterprise ineligible for such business loans prior to October 1, 1982, if it is eligible for emergency loan assistance from the Farmers Home Administration under the Consolidated Farm and Rural Development Act. Amends the Consolidated Farm and Rural Development Act to establish interest rates and conditions for emergency loans to qualified agricultural enterprises. 2025-01-14T17:16:56Z
