Hance, Kent R. [D-TX-19] TX D H000144 0 Off-road Vehicle Regulation Act of 1980 - Prohibits the use of off-road vehicles on public lands unless an area has been specifically designated for such use. Restricts off-road vehicle use to those areas where such use would cause only a minimal impact on the resources of such area, including plant and animal habitats and known archaeological or historic resources. such areas, including plant and animal habitats and known archaeological or historic resources. Requires such vehicles to be registered with the agency responsible for the administration of public lands. Directs the Secretary of Agriculture to establish requirements for the issuance of registration stickers. Establishes in the Treasury a revolving fund where appropriations and registration fees shall be deposited to carry out this Act or rehabilitate public lands which have been damaged by off-road vehicles. Directs the head of each agency responsible for the administration of public lands to monitor off-road vehicle use on public lands and maintain records of soil loss, changes in vegetative cover, and other observations.
