Declares that such conveyed land parcel shall not be considered Indian country for any purpose and shall be subject to State and local governmental jurisdiction and taxation. Requires the Secretary to consult with the Tribe before the United States does any exploration for, development or production of mineral located on or under such land. Directs the Secretary to pay to such tribe, for energy development of their lands, a specified sum authorized to be appropriated for such purpose. Prohibits the Tribe from using such funds to pay any individual tribal member or any attorney for services rendered with respect to such conveyed land.
