Directs the Secretary of the Treasury to establish a special fund to make such payments containing amounts paid by Iran to the United States or realized from the blocked Iranian assets, if not otherwise paid by Iran. Requires the President to make such payments from the blocked Iranian assets within one year after captivity has ended.
