Limits the amount available to the Secretary for administration of these grants to four percent of such appropriations. Directs the Secretary to determine the amounts of grants awarded pursuant to this Act, as well as the terms and conditions under which such grants are awarded. Requires the Secretary to forward to the appropriate congressional committees, 60 days prior to the award of such grants, a detailed report containing the research facility needs assessments and the justification for the determinations made concerning such grants.
