Charges such Commission with examining the international aspects of United States antitrust laws and related statutes, court rules and administrative procedures, and with making recommendations to the President and to the Congress on the results of such study. Directs the President to appoint the 18 member Commission from the executive branch, the Senate, the House of Representatives, and the private sector. Sets forth the organization and compensation of members and the powers of the Commission. Excludes such Commission from the application of the Freedom of Information Act. Requires that any formal recommendation made by the Commission to the President and to the Congress must have the majority vote of the Commission as present and voting. Requires the Commission to submit its final report within one year after its first meeting. Terminates the Commission 60 days after it submits the report to the Congress.
