Requires such Office to: (1) establish voluntary standards for excellence in the design of objects and systems; (2) identify through research and development the ways in which the marketing of objects and systems may be improved through better design and manufacture; (3) plan and implement programs to educate entrepreneurs and the public to value and promote excellence in design; (4) coordinate the activities of the Office with other Federal departments and agencies; (5) sponsor exhibitions of well-designed objects and systems; (6) award certificates for outstanding examples of design; and (7) encourage educational institutions to adopt courses in design. Establishes an Advisory Council to assist and support the Office in the execution of its duties.
