Authorizes appropriations for arthritis demonstration projects and data system for fiscal years 1981 through 1984. Extends the authorization of appropriations for multipurpose arthritis centers through fiscal year 1983. Extends the authorization of appropriations for the National Arthritis Advisory Board through fiscal year 1981. Extends the expiration date of such Board to September 30, 1981. Amends the Community Mental Health Centers Act to extend the authorization of appropriations for rape prevention and control through fiscal year 1983. Title II: Revisions to Various Health Authorities - Amends the Public Health Service Act to revise the formula for the calculation of National Health Service Corps cost sharing. Raises the number of members composing the National Diabetes Advisory Board from 23 to 24. Adds the Director of the National Institute of Child Health and Human Development or his or her designee as an ex officio member of such Board. Amends the Community Mental Health Centers Act to eliminate specified rape prevention control reports and assistance. Amends the Federal Food, Drug, and Cosmetic Act to repeal the exemption from regulation as cosmetics of coal-tar hair dyes.
