Authorizes the Commission to prohibit manufacturers from stockpiling such products to which such standard applies. Provides for judicial review of such standard in an appropriate U.S. court of appeals. Declares such cigarette safety standards to be subject to all remedial and penalty provisions of the Consumer Product Safety Act.
