Authorizes appropriations for the Federal Aviation Administration for the lease, at a maximum term of 20 years, of technical support facilities at the Technical Center of the Federal Aviation Administration in Atlantic County, New Jersey. Makes such authorization effective only upon the proper delegation of authority to the Federal Aviation Administration from the Administrator of the General Services Administration. Authorizes appropriations from the Building Management Fund for the construction of a public building in Redding, California.
