Requires that such Institutes provide: (1) research, educational, and service programs to effectively utilize natural resources and related industrial and business activities on Indian lands; and (2) educational and training programs to help Indians to efficiently utilize their natural resources. Requires a specified minimum one-to-four ratio of State matching funds to such Federal grants for such Institutes.
