Authorizes the Commissioner of Education to establish a National Center for Citizen Education. Directs such Center, with regard to citizenship education, to: (1) formulate policy; (2) develop educational programs and curriculums; (3) disseminate information; (4) train teachers; and (5) develop a model State plan.
