Establishes a formula for determining State guidance and testing grant allotments based on the number of children age five to 17 in each State. Stipulates that local educational agencies will have complete discretion regarding the use of such allotments. Directs the Commissioner of Education to establish a program of grants to States for guidance, counseling, and testing. Authorizes the Commissioner to enter into contracts and make grants to State and local educational agencies, educational institutions, and private nonprofit organizations to design and conduct projects to improve the qualifications of guidance teachers and counselors.
